CRS Report to Congress-

While this book is older, it gives a good overview of federal policy for the last half of the 20th century.

This year the 2013-2014 debate resolution for the NFA Lincoln Douglas debate is:

BE IT RESOLVED: The United States Federal Government should substantially reform elementary and/or secondary education in the United States.

This guide will help you find information about the government's role in education in the United States.  Separate tags will designate books, articles, government resources and NGOs (nongovernment organizations, such as charities and advocacy groups).

About the resolution.  There are three components of this resolution that need to remain in focus as you construct your argument.

1. USFG - Remember this resolution deals with the United States Federal Government.  While state and local policies can be used to bolster your stance, it needs to come back to how this should be handled at the national level.

2.  Substantatially Reform- You'll want to look at what the government is currently doing regarding education. If you consider the definition "reform" from the Oxford English Dictionary, the 1st definition reads:

The action or process of making changes in an institution, organization, or aspect of social or political life, so as to remove errors, abuses, or other hindrances to proper performance.

3. Elementary and/or Secondary Education - This is the crux of the resolution. You are looking at teaching basic, introductory matter (reading, writing, arthimetic) up through high school.
